David Segal was born in Gemalaf, Galitzia, and grew up and was educated in the town, Hosiatin. He received a religious and general education. He was appointed by the government as registrar of births and deaths and to record statistical information.
In 1885 he immigrated to Eretz Israel, settled in Rishon Le-Zion and was a winegrower and farmer.
Among of his public activities, he was a member of the Village Committee and in 1903 served as the head of the Committee but quit in the middle of his term.
